The overall purpose of this placement is to assist the Department of Rural Development by developing current finance procedures and guidelines in order to improve day-to-day accounting procedures and reporting, more specifically identifying male links through between paper-based computer-based data. Working closely with staff, the volunteer shall review the most recent financial Capacity Assessment, incorporating feedback and working with relevant staff to develop and recommend new procedures and guidelines for consideration and approval. They are trying to match the perfect volunteer to the perfect experience so the start dates can be flexible. It would just depend on the partner organization’s needs.

Eligibility

In more detail, the volunteer will:

  • Update the needs assessment on financial procedures. Use relevant software to upgrade the existing manual ‘Government set of Account’, in order to become more user friendly.
  • Follow up on current implementation status of the new Excel spreadsheets and provide additional training and support so that all relevant staff are able to operate the computers.
  • Develop new financial procedures and guidelines in close collaboration with relevant actors
  • Provide technical assistance to current operations in the identified areas.
  • Enhance English language skills of leadership and middle management.

Essential Academic Qualifications

– Minimum Bachelor’s degree in a field relevant to finance; Master’s is preferred.

Essential Professional Background/Competencies

– At least 5 years’ experience in finance, with a proven track record of establishing and leading new initiatives from the ground up.
– Capacity to assess, develop, and implement sustainable finance processes and guidelines in alignment with organizational needs
– Strong ability to work with paper-based accounts
– Strong presentation and facilitation skills
– Demonstrated experience of working in multi-cultural and multi-disciplinary teams
-Ability to work alongside an interpreter. Patience will be required to ensure effective communication, particularly with technical speech.

Desirable Academic Qualifications

– MSc in Finance or related studies, relevant post graduate qualifications, and professional certification in relevant and related fields.

Desirable Professional Background/Competencies

– 10 years or more of finance experience, covering progressive leadership roles.
– experience of developing finance systems
– Proficiency in Access, Excel, and finance platforms, outstanding IT training skills
– Previous high level finance business and/or government advisor experience.
– Experience of working in a developing country and/or with the inclusion of minority groups
– Working knowledge of Burmese language.
-Experience working in Asia region and understanding of the Myanmar culture are assets

Important information for candidates

Fundraising: They will ask each volunteer, regardless of placement length, to raise $2,000. All volunteers receive support from Cuso International to help achieve the goal through fundraising. If the volunteer chooses not to fund raise or is unable to achieve the fundraising goal, he/she can make a one-time donation or become a monthly donor to support the work.

E-volunteering: Depending on the nature of the placement volunteers are encouraged to provide e-volunteering support to the local partner or Cuso International before or after the field placement.
